Microsoft Loop Page Templates- how to create and use them

I cannot find the "save page as template" button in the menu. Do I need a loop license or is my loop simply not updated yet in my tenant?

Do you know what would be causing clicking (save page as template) to cause the app to crash on the desktop and website Loop page?

When click over "save page as template" it throws an "OOpss" error. Do you how to debug or how can fix this? Thanks in advance.
