To be honest, in most major urban cities back in the 60s 70s and mid 80s there was many manufacturing and general labor jobs that paid good livable wages. Minorities were living descent. Then the crack epidemic moved in and those good jobs moved out. Both these event's happen swiftly and next, violent crimes surged along with poverty and social dysfunction. Men walking out on their families and many walking into prison, public schools lacking money that failed to properly educate youth. Do you see the atrocities that this systematic institutional racism destroyed the urban communities? If not i don't know what will convince you.

Just as someone who has an addiction to something detrimental to their health, it is improbable that this individual just will stop the action that is harming them. Change is not an option, they must take small steps to modify their life just as crime, the crime in Wilmington.
