Subsidized Senior Housing - Section 202 Low Income Housing for Seniors
The Department of Housing and Urban Development (HUD) operates several programs that provide assisted housing and supportive services for low-income elderly persons (defined by HUD as households where one or more persons are age 62 or older) to ensure that elderly residents in HUD-assisted housing can remain in their apartments as they age. This report describes those programs, along with current developments in the area of housing for elderly households.
HUD operates five programs that designate assisted housing developments for either low-income elderly residents alone, or low-income elderly residents with disabilities. The primary HUD program that provides housing for low-income elderly households is the Section 202 Supportive Housing for the Elderly program. Established in 1959, it is the only HUD program that provides housing exclusively for elderly residents. The Section 221(d)(3) Below Market Interest Rate and Section 236 programs are mortgage subsidy programs that provide housing for all age levels, but have properties specifically dedicated to elderly households. The Public Housing and project-based Section 8 housing programs also have projects dedicated to elderly households.
In addition to providing housing, HUD operates four supportive services programs for elderly persons residing in HUD-assisted properties. The Congregate Housing program, Service Coordinator program, and Resident Opportunity and Self-Sufficiency (ROSS) Service Coordinator program each provide services such as meals and assistance with activities of daily living. The Assisted Living Conversion Program makes grants to HUD-assisted developments so that they can convert units or entire buildings into assisted living facilities or service enriched housing.
Congress has not funded new units of Section 202 housing since FY2012, though funds sufficient to pay rental assistance on existing units continue to be appropriated. In budget requests, the Administration has proposed to change the way in which new units of Section 202 housing are financed. The FY2013 and FY2014 budgets proposed that rental assistance through the Section 202 program be combined with other forms of capital financing (such as Low Income Housing Tax Credits) to fund new units. The Section 811 Supportive Housing for Persons with Disabilities program has already adopted this structure.
CONGREGATE HOUSING SERVICES PROGRAM (CHSP)

Purpose:
This program prevents premature and unnecessary institutionalization of frail elderly, nonelderly disabled, and temporarily disabled persons; provides a variety of innovative approaches for the delivery of meals and nonmedical supportive services while making use of existing service programs; fills gaps in existing service systems; and ensures availability of funding for meals and other programs necessary for independent living. An earlier CHSP program, created by the Congregate Housing Services Act of 1978, continues to receive funding on the same basis as the current program.
Type of Assistance:
Assistance is in the form of grants to provide at least one hot meal per day in a group setting, 7 days per week, plus other supportive services necessary for independent living. Projects may not duplicate services that are already available at affordable rates. HUD administers this program in coordination with the Rural Housing Service of the U.S. Department of Agriculture.

It is a shame that people have to wait 8 or 10 years to get on a low income housing community! All that continuously gets built is high end luxury condos asking $2,000-$3,000 a month rents!! Condos after Condos! It’s ridiculous! They need to start building more and more low income housing NOT LUXURY CONDOS! Even rents for apartments are asking $1600-$2,000 a month for rents!! There needs to be a way to put a stop to this!!!! It’s insane!!! People are paying the Owners’ Mortgage Payments!!!
I’m on waitlists. Low income subsidized. A reminder for some of you...some require a letter from you twice a year to state you are still wanting to be on the wait list. Or they drop you. I just sent all mine. HINT if you go by and say hello from time to time you can sometimes be put to the top and get the next available apt. They get to know you, get a feel for you. This happened to two friends. Not saying it’s right, but it happens. I can’t do this since the city I want to return to isn’t the city I am stuck in, unfortunately.
Some of these crazy places will drop you for not answering your phone or email with 48 hours.
I’m still on waiting lists as well, three to be exact. But Houston claims that the housing offices are still closed due to Covid

Does a disabled senior with significant disabilities get in before able bodied seniors? For example someone who is paralyzed from the waist down from spins bifida get in before a senior who is relatively healthy?
I know on regular single family low income housing a disabled individual takes priority.

You have spoken and have given information I’ve never heard before about seniors. I live in NJ, I just turned 70 on Feb 26. I have applied for section 8 many times and other programs and I have to wait 10 or 20 years to get in. I don’t understand I worked so hard . I was born in Long Island NY. My family has been in USA sin 200 years back . I am educated speack 4 languages. Please can you help or find someone in my state that can help me? I would appreciate yr help. His puts out a lot of info on senior housing there are 62 and older communities under HUD I’m thankful I got into a nice 1 bedroom apartment and the community buildings are actually beautiful so I would look into HUD 62 and older apartments 🙏❤️

You have to be able to move to a rural community like boone Iowa where gousing is available.
Have relative in San Diego who has section 8 and a senior disabled, but just had a stroke and needs housing with disabled amenities who can help

Yes, for section 202.
I am not yet a 60 something year old senior but I was allowed to move into a senior building because I lost my site and now I am blind and considered disabled. While living in the senior independent living housing under the Housing Authority I have been told that because I am not 62 I am not allowed to partake in any of the programs for seniors… For example, this Summer, 62 year old seniors were given air conditioners because of the extreme heat, we have a residential complex of 188 unit where, 11 of the units are allowed for people with disabilities but if the person with a disability is not yet 60 or 62 went over they could not have an air conditioner. I have suffered The extreme heat and can’t understand why air conditioners were limited to only seniors 60 and over when there are people with disabilities who are suffering as well. I am told that a grant was given for seniors only and that’s how it was left. So, I have lived without air-conditioning for the last four years but this year has proven to be very difficult are there any services for
I believe by law you should get an air conditioner
