Good question! , The new chip for this car (ID46 EXT) is acting up when trying to clone it. actually I started by trying to clone but no luck with that.

Why it is not programmed on board like the other GM vehicles

GM changed the protocol after 2018, Now, you need 2 working keys in order to do the on board programming. If you only have 1 key - it'll not work.
