Your steel(?) fence posts -- how far into the earth do they go, compared with your occasional ground rods (which presumably are not driven in so terribly far on account of the needed removal of the same)? If your fence posts go in a comparable distance as the ground rods, there is no real cause for them not to work provided the fence wires make good electrical contact with them. It is a pretty basic electrical application, really. And that is why, if you go outside for a pee in the middle of the night, forgetting quite where you are, and whiz against the "hot wire", you will get a pretty solid jolt.

Barb wire and electric fence is so dangerous. If an animal or person hits it and jerks away they can really get torn up.
I don’t like barb wire fences anyway for the damage they cause but they are often the most economical fence
