Many Canadian diplomats posted in India were purportedly interfering in local Punjab government and facilitating Canadian khalistanis in visiting India to foment trouble. 2.If the sending State refuses or fails within a reasonable period to carry out its obligations under
paragraph 1 of this article, the receiving State may refuse to recognize the person concerned as a
member of the mission.
And also theres no mention of reasonable time. So if India asked them to withdraw by 10th October that was reasonable enough and India has shown enough restrain by not following 9.2 of the convention.
