That lumacode board does seem to improve video output. It does require a RGBtoHDMI and the special lumacode encoder board that sits under the video chip.
Imo; Recapping 800’s is a waste of time and money. I still haven’t found one with bad capacitors. Check the old ones you just removed from this one, I bet you they are fine.
I can respect that and I'm sure you're right that they were probably still in spec. To me, the value lies in future-proofing. Based on the chip date codes, this particular 800 was built in 1981, almost 43 years ago. Nothing lasts forever. If those caps weren't bad now, they're likely to go bad somewhere over the next maybe 5-10 years and since I'm already inside the machine, it makes sense to me to do it now. That's my opinion. I have several RGBtoHDMIs and the PI Zeros to go with them. I just need to get my hands on the GTIAdigitizer interposer board.

Caps do fail on Atari computers, just not as frequently as on lesser computers.
