Dr. Potemkin. Likely named for the Russian admiral under Catherine the Great. She wanted to see how magnificent her kingdom was on a ride down a river. Potemkin arranged for her to see each village and how modern each was for the time period. Once she was out of sight, the "modern village" was taken apart and moved down the river ahead of the boat and set up, slightly different, just before Catherine would see it. This was all Potemkin's idea. A "Potemkin Village" is a facade. Very fitting term for the crooked people in this episode.
