This is absolutely a part of the twist. What's brilliant is that the situation is conceptually the same with the tropes inverted. I'm sure they started with the idea of the cliche then took the time to work something new out from there.
I mean he's part of the Weapon X program and he's a product of American Engineering. Shield did recruit him throughout time so it would make sense he would move up and take Fury's place.

Medieval Steve at the end is Yeoman America from Mark Waid and George Perez's awesome run on Avengers in the late 90s. That story had medieval versions of a bunch of Avengers.

Could Marvel please do some stories that aren't just a multiversal cavalcade of variance to a character. Almost like where they can't do Hulk without giving him a new more powerful than ever form to explore.
