I dont think they meet the base definitions for it. As it must have conquered not be a federation or be willing under rule. which those bases are more leased under terms with countries and will be taken away easily. Also some technicality you must be under 1 ruler similar to a monarchy. Nato is run by many countries so spending wouldnt help define it as a empire.
