I was told to only tape the upper edge of the image to allow for expansion contraction of the piece

The Logan square is good, but if you're not certain of the square-ness of the mat edges, you can still run into problems. This method guarantees parallelism between the innet & outer mats, regardless if they are square or not.

Check the Logan Graphic DDIY Picture Framing Tips and Tricks for their rendition of how to cut a double mat.
It's much more accurate because you tape the mat boards together before your outter, bigger window mat is cut. Check it out and you'll see what I mean.

Is this the same material that is used for those Folio Mats that photographers use?

wouldn't pencil marks get on the edge of the smaller mat... I realize it wouldn't show much with this type of photo, but it may be noticed with a picture/photo with lighter background. Just wondering.....

why dont you show a video of you just using a ruler and not your fancy cutting jig to show people that you really dont need it. lol

No offence to all the pple in this business but all this matting process, i think is much ado about (not nothing) but defnitely not a whole lot.
At the end of the day its cutting cardboard. I went onto youtube to learn how to do it on some old thrifted frames i have and now im so intimitaded im convinced i cant do it. Almost all the videos they talk like its rocket science or something like that. So annoyed.
