From 1987 to 1996 I didn't watch any television at all, I listened to music, played my guitar and read books in my spare time. I used to get visits all the time from the TV licence people, they could not believe that I did not own or watch a television, it was almost as if watching television was mandatory. I again stopped watching broadcast television about four years ago and informed the Licence people, they have started sending me letters informing me I need a licence to watch live television despite me opting out!

In the late 80s, in allowing an attractive licensing 'officer' to check, I could have been making a mistake, except I had no TV, only a couple of PCs for study and work, my HiFi and bikes. I spent most of my money on bikes, and had no urge for a TV. After all, with a 1,000 cc motorcycle, a 750 and a 650 who needs TV? She was very scrumptious though, the TV officer. 😎
Why did you inform them you had stopped watching TV? If you went to your local cop shop to tell them you don't need a firearms licence it would arouse suspicion or you'd get warned regarding wasting police time. There is absolutely no need to declare to any licensing authority that you don't need a licence - or to respond to their communications.
However, you feel about the TV licence, the idea that this is a criminal offence rather than a civil matter, just seems absolutely ludicrous. I'm sure that anyone from outside Britain would find it. Unbelievable.

Making having a TV licence a civil matter will make it easier to force you to pay the TV tax. The burden of proof for a civil prosecution is lower that the criminal prosecution required now. The license needs to be abolished.
I only had a tv licence at my house because my granddad lived with me and got a free one. Only BBC program I watched was top gear and I stopped watching that when Clarkson, Hammond and May left, and aside from top gear I stopped watching live TV before that. I work for the ambulance service, so watching live TV at regular times is a laughable idea. So when my granddad passed away I declared no license needed. I'm not paying £150 a year for what is the worst subscription service available.
Last week, I received a "will you be in on Nov 7th..." letter. But today, Oct 31, I received a hand delivered "we called but you were out..." letter. Strange. I checked the doorbell camera. No attempt was made to ring the bell or to knock. But as the "officer" posted his stupid letter, he could be heard, I believe, talking into a recording device with observations of my property. As he left, he turned and took a photograph of my home. With my wife and children in it. So this letter was simply a means to get close enough to surveil my home. Again, WITH MY WIFE AND CHILDREN IN IT!
I lived in a house that had been converted into flats in the 80s, the goons would knock at the front door ring all the door bells at least once a month this was constant from 04 to 2016, amazingly i never heard a resident having conversion with them unless it was while i was out. But the letters would keep coming through the post but with flat numbers that didn't correspond to the address ,has if tv licenceing made them up

Just filled out the no licence needed for my third year. Seems they ask every 12 months now, more pressure ! I wasn't going to bother this time, but in those 3 years I've had no threatening letters of visits, so thought I would do it for another year. I did put my name down as Present Occupier though. 🤣
A couple of weeks ago the government published, "The future of the BBC licence fee", that's probably why that article is the Birmingham Mail. Regarding the legislation: it states that a television receiver is installed or used for the purpose of receiving any television programme service[live TV]... So if it's installed for the purpose of streaming catch up content, that's fine.

The only worry I have is that these Commie's currently in charge turn the licence into a new tax. I haven't had a T.V. for over 40 years but I still get the threatening letters saying that I'm going to have a visit from their bruisers. For the 3rd time yesterday I wasted a day waiting for them to come and visit me. At my age, on the way to 80, I can't afford to waste any days. It's not a criminal offence to own a TV and you don't need a TV licence to do so, but you do if you watch any live broadcasts. You can have a TV without a TV licence if you don't watch any live broadcasts or play games watch DVDs listen to CDs or radio. The criminal part of watching TV without a TV licence is if you are taken to court, the court fines you and you fail to pay the fine.
What I don't understand is if you're genuinely not watching or recording live TV and watching BBC iplayer, how can the Goons get you into trouble, if you're not doing anything wrong?

Could,Would,Should. Decriminalising the TV Licence Fee is a better way to go than abolishing the fee as the alternative is a media TAX that everybody pays whether they watch live TV or not. The way to go is education to people that they don't need one to watch/record live TV.

However, to properly understand the position one must ALSO look at Part 3 of The Communications (Television Licensing) Regulations 2004. 'Definitions for the purposes of the Communications Act 2003 and the Wireless Telegraphy Act 1967' Specifically Section 9 (as amended). 9(1) covers the meaning of 'television receiver'. 9(3) covers the 'live' broadcast element. It used to be renewed once every two years, but now it's going to be every 12 months, starting this October time of 2024. People think decriminalising the TV tax is a good thing - think again, it isn't! It's 1 November today, so my 10-day time allowance 'to get correctly licenced' has now run out. I - or rather 'my property' - IS correctly licenced. It always has been correctly licenced, as I do not watch any live broadcast TV, or BBC i-player, on any device thus neither I, nor my property, _needs_ a TV licence. I must, therefore, apparently, expect a visit from TVL 'enforcement officers'. I expect they'll ring on my video doorbell at the main entrance, and I'll say 'No licence needed, goodbye' and they won't get beyond that point. What a waste of time and energy. Pollution, environmental and ecological damage done by the goons as they drive around the country, would-be gestapo officers the lot of them, touting for custom.
When they turn off the analog signal and we all have to go to digital which most of us are at the moment they should make the TV license available to purchase as an app on your TV. If you don’t access the app you don’t pay BBC simples

That's the first step. Decriminalise. Then add it on as a mandatory tax. They never tell you about the second part.

the reason they were procecuted is that they were not informed of the court date / time, therefore procecuted in absence.

Just filled out the no licence needed for my third year. Seems they ask every 12 months now, more pressure ! I wasn't going to bother this time, but in those 3 years I've had no threatening letters of visits, so thought I would do it for another year. I did put my name down as Present Occupier though. 🤣
A couple of weeks ago the government published, "The future of the BBC licence fee", that's probably why that article is the Birmingham Mail.
Regarding the legislation:
it states that a television receiver is installed or used for the purpose of receiving any television programme service[live TV]...
So if it's installed for the purpose of streaming catch up content, that's fine.

The only worry I have is that these Commie's currently in charge turn the licence into a new tax. I haven't had a T.V. for over 40 years but I still get the threatening letters saying that I'm going to have a visit from their bruisers. For the 3rd time yesterday I wasted a day waiting for them to come and visit me. At my age, on the way to 80, I can't afford to waste any days. I do wonder whether I aught to charge them for my time wasted waiting for them at a rate which is worth it. I think that a free T.V. licence every year until I snuff it would be a fair charge, that might even encourage me to buy a T.V. and stultify my brain watching the modern rubbish on B.B.C.

After 18 months, and after politely informing them I no longer needed to pay the TV Tax, am now on my 2nd round of threatening, harrassing, Mafia type letters.
Still not had a visit despite the threats.
Don't bother telling them, just cancel payment, they will send the threatening letters whether you tell them or not so why waste your time.

It's not a criminal offence to own a TV and you don't need a TV licence to do so, but you do if you watch any live broadcasts.
You can have a TV without a TV licence if you don't watch any live broadcasts or play games watch DVDs listen to CDs or radio.
The criminal part of watching TV without a TV licence is if you are taken to court, the court fines you and you fail to pay the fine.

Could,Would,Should. Decriminalising the TV Licence Fee is a better way to go than abolishing the fee as the alternative is a media TAX that everybody pays whether they watch live TV or not. The way to go is education to people that they don't need one to watch/record live TV.

The 'installed or used' wording is to be found in Section 363(1) of the Communications Act 2003.
However, to properly understand the position one must ALSO look at Part 3 of The Communications (Television Licensing) Regulations 2004.
'Definitions for the purposes of the Communications Act 2003 and the Wireless Telegraphy Act 1967'
Specifically Section 9 (as amended). 9(1) covers the meaning of 'television receiver'. 9(3) covers the 'live' broadcast element.
The MSM consistently trots out the Section 363 wording and omits the later Regulations. Swallowing whole the misleading BBC PR propaganda.

People think decriminalising the TV tax is a good thing - think again, it isn't! The civil law set by the parking firms means they can now levy a reasonable fee for the detection and charging of an infringer. Fines for parking are £30 but private charges are more than double that.
That's why it's a bad idea and it's probably why Labour find it attractive.

It's 1 November today, so my 10-day time allowance 'to get correctly licenced' has now run out.
I - or rather 'my property' - IS correctly licenced. It always has been correctly licenced, as I do not watch any live broadcast TV, or BBC i-player, on any device thus neither I, nor my property, _needs_ a TV licence.
I must, therefore, apparently, expect a visit from TVL 'enforcement officers'.
I expect they'll ring on my video doorbell at the main entrance, and I'll say 'No licence needed, goodbye' and they won't get beyond that point. What a waste of time and energy. Pollution, environmental and ecological damage done by the goons as they drive around the country, would-be gestapo officers the lot of them, touting for custom.
When they turn off the analog signal and we all have to go to digital which most of us are at the moment they should make the TV license available to purchase as an app on your TV. If you don’t access the app you don’t pay BBC simples
