It's a TAS, TAS stands for Tool Assisted Speedrun, it's basically a version of speedrunning where you use a special program that lets you do a bunch of complex moves that are usually frame-perfect by letting you choose what buttons to press at which frame. Nobody really considers it cheating, they just consider it a separate way of speedrunning.

there are animation glitches when moving at higher than intended speeds, i believe this is just a loop of the tornado landing animation
