After long review I found each univ have their own pros and cons .
I think as per new instruction w.e.f 2021 once you have admitted in University no transfer is allowed . I.e your entire course duration you study in one University in abroad otherwise your certificate is not valid

Transfer is not allowed for students who took Admission after NMC gazette. Means transfer is not allowed for students who took Admission after 18th nov 2021.
