Yo, 911 operators are trained to read between the lines. People have called 911 before who “can’t talk” but trying to convey danger. They don’t do the whole “oh this is a prank call thing” there’s no such thing to them - you prank call 911 if you want to an officer will be at your door. They don’t do that. They are literally trained to read between the lines. Just on a legal liability point of view- an entire police force would be crucified in court if they didn’t respond to call because they thought it was “a prank”.

Back in the 80s they didn't have technology to where they could locate the phone calls you had to tell them the physical address
They could triangulate calls in the 80s just was allot harder and very very very time consuming
