Brian, I've been doing White Hat SEO for a few years now. I love the resource page strategy. However, I was recently added, as a resource, on a website's sidebar, garnering me over 3,000 backlinks within his website. My keyword is anchortexted in a diverse way, not exact match. This shot up my rankings incredibly and has increased traffic.
