The rules needed changes long time back due to these type of people using the UPSC Exams as a Social Ladder. Once they join any Central Services they should mandatorily sign that they accept the post & will stay with it or they want to attempt for a higher post and thus reject the present post un which they qualify,thus vacating the post for another person, or else the present rule just becomes their play thing which by the way is their time pass.
There are just two things: either this guy doesn't have a clue what to do in his life or else he is just showing off that he can crack this exam every time he appears.
There should be negetive marking of certain percentage in next central exams for leaving services immediately after joining, for wasting public money spent in the process.
