Rule 10 is outdated. Its indexing as level 1: United States Government, level 2: is the name of the Department or the top agency that is rearranged to show the most distinctive part first , EX: Agriculture Department (of). Level 3: is the next most distinctive name, EX Forest Service. Final ex. Internal Revenue Service, Department of the Treasury - Level 1: United State Government, Level 2: Treasury Department( of), and Level 3: Internal Revenue Service.
