He's now fighting the war economy on his own terms...meaning he'll have plenty of enemies. The mix would play during a climactic boss when Raiden is reminiscing on when he decided to carry on Armstrong's goal in his own way. That battle would decide the fate of not only the world, but the war economy as well. Who the boss will be? Well...that's up for discussion.
