I just finished panel 2 in a size 4. I just wanted to check at the end of panel 2 it says for sizes 1 and 2, you need to repeat steps 10 and 11. This would mean an extra 6 rows for the smaller sizes? Is this right? I feel like this should be for sizes 3 and 4.

please, can somebody help me? I never get the edge ribbing right and really don't know how to take up just the right amount of loops. Does somebody have a better/more exact explanation or reference for a special video?
How big are the numbers? I wear a size 2XL or 3XL sweater depending on the fit/cut? I would love to make this but I am worried a "4" will not be a "comfortable fit" for me.
