    Must be slow at your place. When I got here I went down town too the camera and asked about water being put on and they said tomorrow. I got back an hour later and they were here fixing. You need to get copper pipe and run it into the house too connect all your facilities and make sure you have a header tank for the hot water as you don't want full pressure when you run the shower or bath or you'll run out of hot very fast then need to heat again. Do have means of heating your water. The mix you used on the wall looked like plaster to me and yes it goes on easy and fills any big holes and sticks well.If you have woods near by and it belongs to the council,(camera), then any fallen trees you can help yourself. If so then a wood burner is ideal as much cheaper then any other sauce of heating.
