Jats are just around 1% of the UP population. They rose to power in UP solely because of the 'Kisan' politics of Chaudhary Charan Singh, who united AJGAR, i.e. Ahirs, Jats, Gurjars, and Rajputs. As soon as the 'Kisan' politics was replaced by the Caste politics after the Mandal Commission introduced the OBC reservation in 1990, Jats lost their political dominance in UP and got restricted only to the politics of Western UP. So you are comparing apples with oranges.
