Here in Canada we need a permit to fill in an area. To get the permit an inspector comes out to the site and if there is garbage, no permit is issued! Period!

Not to excuse it, but the dozer is taking his level from the road in front . So it makes sense that way to start pushing in front. I would have leveled all the foundation walls to start.
Does it really have to be possible to simply put the garbage underground? Where I live, we have a garbage collection service and we make our waste in bags that are then picked up
