This is transliteration and it should show people how to read Russian words, because the Russian alphabet and English alphabet are very different and this should help people get used to reading Russian words. But the rule is very very simple: when the stress in a word falls on the letter "O" it sounds like "O", when not - it sounds like :"A". For example the word "молоко" (milk) | moloko | There are three leters "O" in this word, but since the stress falls on the last letter "O" this word will be pronounced like 'malako'. That's all.
