Also look at Sunbell the fishman, he would most likely be Morgans and has the Burn mark. What is always replayed is the event the sun pirates burn mark they hide with their own mark. He also has Morgans eyes. As a fish-man, Sunbell possesses ten times the physical strength of an average human and is presumably an adept swimmer, capable of making whirlpools. We just saw Morgan knock that Cipher Pol out on in one blow. We are also slowly seeing more of Morgans taking a role in one piece and how he helps people escape and continues to go against the world government in favor of Luffy.
im all in on it being davy jones tbh. 1. the fact that they refer to him as "marked by flames" means that this person has been seen, therefore it cant be somebody that most people would recognize. because if it was, theyd probably just call him by his name, not by an epithet. that rules out dragon and probably rocks, but not people like scopper, saul or sunbell. 2. davy jones is canon in one piece and is a real world pirate legend, it would be a bit of a waste not to use him at all when he exists in the story. irl, davy jones is said to be a man who sails around in a ghost ship, never to find his way to a port. seeing his ship while out at sea is said to be a sign of imminent disaster. the man marked by flames sails around aimlessly in a dark ship and anybody who approaches gets swallowed by whirlpools. very similar. 3. robin first described davy jones as someone who claims all sunken ships and treasures on the bottom of the sea as his own. the missing poneglyph is the one that was at the bottom of the sea. we also just recently saw 2 sunken ships in the manga. if he really is the man marked by flames, this would be a very subtle way of alluding to davy jones just as the man marked by flames is becoming relevant. 4. the flying dutchman, the ship famously associated with davy jones, was seen right outside of fishman island. in other words, we were shown a direct reference to davy jones in the last place that the missing poneglyph was seen. and before anybody tries to use this as proof against davy jones, that doesnt neccessarily have to be the real flying dutchman. and it also could be the case that davy jones is just sailing around in a different ship that he claimed, since robin said he claims all sunken ships as his own. 5. i am of the belief that oda would not have included the davy back arc if davy back fights were never going to be relevant for the rest of the story. i think what will happen is that whoever gets the final poneglyph will get it through a davy back fight against davy jones, the man who invented the davy back fight. 6. this may be bias speaking, but imagine just how much more hype the reveal would be compared to some background roger pirate or saul or someone like that. and how hype it would be for one of the final obstacles in the story to be one of the most legendary figures in pirate lore.

I really like this theory! It makes sense that King Neptune would entrust something this important to a Roger pirate who is also one of his own. Also the black ship that the man marked by flames travels with could mean that Sunbel is in the Revolutionary Army but it doesn't necessarily mean that Dragon knows about the Road Poneglyph too.

To discount your first two points: If someone else took the poneglyph first then the 'Man Marked by Flame' doesn't need anything to do with the Fishmen. As of right now not a single person has mentioned that the individual was something 'Not Human', this leads me to believe that the MMbF is a human. My theory is it's a group of people working together, like the rest of Rodger's old crew. One of which was seen with some kind of flame mark and rumors spread. That being said, Sunbell very easily could be the singular 'Man Marked by Flames', I just don't think they are.

Im slowly starting to buy into the idea that the day Donquixote Miosjard arrived in Fishman Island, a God Knight was there and he used the chaos of Shirahoshi awakening her power to steal the Poneglyph. Shiryu did state that the best way to prevent someone from reaching Laugh Tale would be if someone from the WG is the one that holds the Final Poneglyph. The mysterious figure revealed on the latest chapter appears to be a God Knight. Oda is known for also fixing drawing mistakes in the Tankobon releases. But Shank's scar when he meets the Gorosei was never fixed. Despite having seeing other drawings of Shanks with that angle showing the scar. I believe a Figarland, Shank's twin brother, is the man marked by flames. We know based on One Piece Film Red that Shanks can light his sword on Fire. So perhaps in the past he fought his brother, leaving him a burn scar. And there would be many reasons for Shanks fighting him, most specifically finding out his origins. He was even drinking in the latest chapter, just like Rayleigh. This means Shanks knows the True History. Also the way the Gorosei react to Shanks at Mariejois is not like only because its you that we allowed you an audience, but its more like they were annoyed at him being there. Like his precsence could cause unnessary trouble. Him carrying the Final Poneglyph, while Mariejois is being raided by the Revolutionaries would definitely make the Gorosei annoyed.
Interesting idea. I like this as well as the Sambel/Sunbell idea as well as the possibility someone at the WG has it (and may be the mystery silhouette of chapter 1121).
One thing i wanna add is Why did Robin got "Question?mark" When Kid mentioned Man with the burn marks. Plus You can see Law's reaction too. So Either they knows him or they're just being Curious!

1 question, if it is Sunbel, how did he move the poneglyph from fishman Island to the surface? By pushing it? Sounds weird. But, how did Dragon get it? Using his friends Kuma ability by trasporting people/things anywhere he wants just by touching them with his paws. Dragon - power of wind/weather/atmosphere which can create whirepools, has burned scars, rides on a dark ship Kuma - transported the poneglygh to the desired location Law's and Robins reaction - I still find it weird why Law happened to be on Marineford out of nowhere and saved Luffy's life. Nevertheless, he offered specifically to Luffy to create an alliance and not to Kid, because he knows Dragon and has some connection with him. Robin was past 2 years traveling/cooperating with the revolutionary army, probably she found out about the last poneglyph, or either the revoulionaries told to her by will. In conclusion, Dragon hasn't done yet any impactful action so far, so it makes sense to give to the revolutionaries some credits/importance by being them to have the last poneglyph. In addition, we still haven't seen Dragon's body uncovered by the green mantel, he might have more scars around his body probably taken on Ohara during the buster call, trying to survive or either by helping Saul to survive and by trying to save as many Ohara's book as possible.
Good question but as i said in the video, I believe Sunbell is working alongside the other former roger pirates and its possible one of them, or even a few of them combined, has abilities that can allow them to move it. Even if dragon is able to move the poneglyph I still have doubts that neptune would allow him to... And I believe that Law saved luffy's life at marineford with the intention of finding out more of the truth behind the will of d and to ensure they don't die (Like how corazon ensured that law survived back then). Also, I think that robin's and law's reaction is foreshadowing them meeting the man with the burn scar soon and forming a significant relationship with him. I do understand your point but I feel just as equally with the rest of the roger pirates... I can't imagine the other former roger pirates not having some sort of active role in all of this, especially since they already have the connections to all these places and were visibly deeply impacted by roger and his message. It would also make sense that we see more of the king of pirates crew now that it's the final saga, as at the end of the day, its this crew that the strawhats are trying to surpass...

My most likely candidate for the Man Marked by Flames is Tom. He is a Fishman so he can create whirlpools, he has sun tattoos on his upper arms, he got a lot of fire damage from the Battle Franky's and who knows what they could have done to him in Impel Down, he could have even more burn scars now, also he could have built the Black Ship, also since he is a world class ship builder he should have no problem moving the Ponygliph wherever he wants. We never saw what happened to Tom so it could definitely be him.
Also forgot he used to have the blueprints for Pluton so he knows some of the past history and in theory should know the significance of the road ponygliph. There is probably more that I am missing but that's what I came up with so far.
