I don't think his DF was that good, he is a very good clever and creative user tho. Like the raw power of strings it is nothing compared to a Logia, a Mithycal Zoan or even some paramecia. I have a theory, the devil of the fruit can evolve with the user, so the powers of the DF evolves too. Per example, Brook have weird powers now that he doesn't have when he first appear, same happens with Doffy, Law, and probably Kuma.
Most of it is his intelligence and how he uses it. The average person probably wouldn't know how to use it as effectively as Doffy. Similar to the Op Op Fruit because its useless unless you have medical knowledge.
