Start by just doing a history search on google of the facility - see what's in their closets. Or maybe even offer to volunteer there. Just a few days should really tell you all you need to know.

Imagine what that mother tiger experiences after enduring the long pregnancy and finally giving birth, filled with the instincts to nurture her cubs, and then having them snatched away. The breeders take them away and have people handle them so the cubs will “imprint” on the people instead of doing what is natural and imprinting on their mothers.

As I keep saying, it is not as simple as that. In the world of humans it is good, I believe, for infants to be with their parents. But in the world of tigers, I am told that baby tigers are often eaten by the peers of their mothers, since the peers of their mothers want the mothers to stop; lactating, breast feeding, and come back on heat so that the male peers can have sex. So all this sympathy for the poor orphan baby tigers may be displaced. They are removed from their parental safari for their own good.If they were left there they would have a good chance of being eaten. So no, in my humble opinion, you are anthropomorphising the sitauation. It, the tiger cub should not be with its mother and father and it is not a poor baby. However, also, as I have written before, this sympathy for tiger cubs is not misplaced in so far as it is an expression of sympathy for babies in general and Western human babies in particular. In the Western world (but not in the East Asian world) babies are removed from their mothers and made to sleep on their own. This practice is tremendously traumatic for children and may result in agressive adults. The reason for the separation is however extremely similar. Western human babies are removed from their parental bed so that Western males can have sex. And the result is extremely traumatic, all the more becuuse human babies can and do contemplate their seperation and the counterfactuals ("I could be in bed with mum and dad") far better than tiger cubs (who may not even be aware that they have a mum and dad). So all the bewailing of the situation of these tiger cubs is perhaps a subconscious protest against the far more serious torture of Western babies that takes places on a massive scale. I guess that the floor was concrete, for ease of cleaning, and for coolness. They seemed to enjoy sleeping on it. It was quite hot. Our dogs often lounge around in the concrete area of our house (the genkan) for similar reasons. Did not appear to want to run around at this time of day. I am not sure where they were kept at other times but six months later they were returned to the large (many acres) safari area of the park which is in part funded by the petting zoo.
They did scratch a bit but did not break the skin. I think that if they were applied with more force - and the cub had more force. He or she was only playing - then they could easily have broken the skin but the claws are not as thin as those of a domestic kitten so they do not come to quite such a point.
So that we could look at them and play with them, I presume. The mother lived in the safari park part of the zoo. I am not sure whether the cubs were returned to their mother in the evening but I fear not because much later the zoo organised a sort of "return to the wild (safari park)" event where zoo bred cubs were re-'released,' to the safari. I have heard it said (youtube so, with a pinch of salt) that safari bred cubs can be in danger. The males sometimes kill the cubs, apparently.

The circus maintenance guy told me I would be sweeping up around the cages. He said he would have to give me a safety orientation. There were fresh red lines around some of the enclosures. I was told not to cross the red lines. It seemed like an easy job and I said so. The guy replied that it is unless you wander too close to the tiger cage like the last guy and they eat you. The previous temp had ignored the red lines and gotten grabbed by one of the tigers. It had ripped off both his arms while he was still alive and then decapitated him. I made sure to stay well outside the lines while I worked there.

Cats claws are more like needles and soon break the skin. This tiger cub had mini meat hook claws, but he was playing, so my hands ended up red and tenderised, but not bleeding.

I agree that there are areas in Japan that are rough. It remans my impression, from living in a variety of areas in Japan, that the Japanese are more gentle/scared/cautious.
Proof...Hofestede proves that the Japanese want work stability, cautious in the work place.

My cat scratches my hand even when it is in a good mood. Must've been in heat... Anyway, I can just imagine how a TIGER scratching me would have gone, yet you kept your hand in the pen! God friggin damn! I wouldn't even consider petting a tiger without some serious padding.
Cats claws are more like needles and soon break the skin. This tiger cub had mini meat hook claws, but he was playing, so my hands ended up red and tenderised, but not bleeding.
