As long as the temperature outside is less than 120°F your condenser will exchange the heat. The condenser will exchange the heat because the refrigerant runs about 120°F. Heat will always be attracted to cooler temps so you will get an exchange as long as the condenser fan is working and the outside air temps are

yeah but over sized for most of the year is inefficient. Do you want to pay higher up front for a larger unit and then pay more the rest of the year for the same performance to only get normal tempratures on those occational hotter days?
