Found loose nut on margin rack, glad I noticed that before applying air, tightened nut while applying upward pressure on rack, fixed issue with hanging on the bell lever arm. Remington QR, second one I found. Sticky stuck tab stops or set/clear fingers can cause carriage stick/stuck issues too.
