Mark Reyes You do not know the law. Executive Order 292 Chapter 10 Section 46 of 1987 does not say the ASEC position has to be Civil Service passer to get the position. You do not have also to be CESO or Career Executive Service Officer holder to get the position like the directors, superintendents etc in different various government agencies. ASEC positions are coterminous positions with the appointing officer (President) hence it does not require Career Civil Service Eligibility. There are Career service positions in her department that will do the job for clerical and technical tasks.

Mark Reyes You do not know what you are talking. The president is the highest position in the government but the qualification is able to read and write. Is that an insult to you as well? The law does not say that the qualifications for ASEC must be Civil Service eligible/passer. If you are a nurse, doctor, engineer, seaman, accountant etc you take the PRC board exams and apply in your respective field. Why do you compare the qualifications of the ASEC to the hardships experienced by a common college graduates with degrees. There are positions for that under the law!
