This is some really practical advice! We have definitely had times when we've had to shelve the planned curriculum for a few months and get back to working on foundational skills, really targeting problem areas.

What happens when they are evaluated by the State or Distric and they are not at a grade level does the parent gets in trouble?
I cannot speak for all states. Each state has their own homeschooling laws. I recommend reading up on HSLDA website, which will link you to all of those. For my state, our children are not evaluated by the state if we choose an umbrella school option. Not only that, there are thousands of children across the US who are performing very low in public school. Their parents do not "get in trouble." Also, what is "grade level?" That would be answered by the curriculum standards voted on in each state. Therefore it changes state to state.
