Once there's an allegation of aiding and abetting whom does the onus / burden of proof fall on?

how does it different from the penal code conspiracy laws of 2 or more come together for a crimes. is there any legal codes for aid and abetting. if not then its pointless to identify something as aid and abetting because you have to link the behavior laws. btw im in california maybe things are different.
