I know this Q is 3 yo, but for the benefit of others: non-commercial use does not need a permit. You do need though a "drone driving licence" - In Italy is issued according to regulations by the Italian Civil Aviation Authority. With regard to actually reaching any of the craters on Etna, there are different level of restrictions in place, depending on the area of the volcano and geo activities. People do go on the top crater regardless of restrictions and not accompanied by guides. In the last few years, the Etna Park authority has tightened the survellaince of people exploring the top since the explosive activity has increased and has occasionally caused injuries and even fatalities. That's the law and the regulations. However, this does not mean there are policemen around the crater checking what people do! so, as long as you don't fly the drone on top of a crowd, and the drone is a small, non-commercial one (the law says less than 25KG) you shouldn't have any problem.

I think one does need permission to fly drones anywhere today; back when we did this video, we worked with local scientists who had blanket permission
