A lot of the time the people that history looks at as the worst criminals were the most giving people in their community, even old time gangsters like Al Capone, he even ran a soup kitchen during the great depression.
So yes, he's rapping about a criminal, but when you grow up in that environment the only people that are like you that got out of the hood it seems are athletes, musicians, and criminals, and when you know it's unrealistic for you to get famous for athletics and music there's only one realistic way to go from nothing to wealth, investing takes starting money, and so does music to an extent.
