You should NOT wipe your swap every time you shutdown Windows. Stop SSD wear because Windows recreate your swap/page file every time it starts. And stop giving wrong advices!

I have a surface pro 4 with windows 10. Should I upgrade to windows 11 and then try to do it again. I only have 4.00GB of ram and I definitely need more. What should I do next to fix it and increase the ram.

I disabled iGPU in Bios and WIndows still shows 2GB less accesible.

Clic no, and then go to control panel, bitlocker and unencrypt the drive. There are videos on how to do it.
