To get a ruby crystal to “lase”, you have to raise a majority of the chromium atoms to a higher energy level, typically with a flash of light from a xenon flash tube. Quickly after the flash, those excited atoms relax back to their ground state, emitting a photon of red light. If most of the other chromium atoms are still excited, they can’t absorb that red photon, so the photon gets to escape from the crystal as part of the laser beam. But if too many chromium atoms are still in their ground state, there’s a good chance one of them will absorb the red photon. If you tried to use a crystal of pure chromium oxide, there would be WAY too many chromium atoms to be able to raise most of them to the higher energy state. There would still be far too many chromium atoms in their ground state, and these would absorb any red photons that were produced. The crystal couldn’t “lase” properly.
