Having seen Chathe River/Pakala Nadi for the past 25 years, I've noticed that there used to be lots of rocks (big and small) all around the river. But these days there are no longer any rocks there because people extracted it for business purposes. Now every monsoon season, the river gets wider because the soil is not protected by the rocks. Rivers changing its course is natural, especially when there are no trees or rocks to protect the soil from eroding. Even retaining walls will not save your land from falling into the river. The same has happened along the banks of Brahmaputra River.

When I was living in Chennai, I noticed some of their rivers (Example: Cooum River) which cuts through the city and into the Bay of Bengal are given concrete base and side embankments/walls. They did it very well, but not in every place. They only built it in and around commercial and densely populated residential zones, so as to protect the land from eroding during floods. It is quite similar in Japan too. The way they slope the river banks make sure that the river don't cut the soil too easily. I think the government should start such similar project from Referral Hospital area, since it is a vital public infrastructure under risk from soil erosion.
Changing the course of river flow through man made is so illegal.. Unless it is done with proper precaution under the guidance of Govt and making sure there won't be any natural calamities in future..

These effected families aren't stupid enough to build their Houses near a River. They've been effected by man made erosion. The responsibility should be on who caused these Unnatural erosion, who caused these mismanagement. When river stones were being extracted illegally, who was responsible to check those and who were getting benefited by these illegal activities.
Asking not to live near river is not the solution. Many cities habitate near river for water source. The problem of illegal soil escavation, construction of proper retaining walls, planting trees must be incorporated... n other sustainable solutions. The construction was done "after the river had already changed course" . The law is such that when a river changes course, the land on the other side belongs to the original person. There is nothing illegal in constructing a retaining wall in your own land. It's the duty of the govt to help these families by constructing a proper retaining wall on the other side also.
