well, that was interesting. The music and laughter definitely made the whole experience even more intriguing about this city's not so distant past. Then, I would remove all the construction left overs and debris and clean up the streets, then salvage as many buildings as possible and convert them into usable units, then paint the exterior of them. Open different shops and bring small businesses and community gardens. The place certainly needs a lot of restoration probably even soil decontamination. But, if done responsibly happy lives could exist there.

Not really 80%. There are nice cities with historic buildings in Western Russia. In general, cities with longer history will have more stone buildings and pastel colours in their cores. Vorkuta would be among the worst and most apocalyptic places alongside others like Norilsk. Vorkuta was a gulag. It is in the middle of nowhere with basically no history until the 20th century. In most of Russia, the 'ugly' Khrushchyovkas are that way because they are utilitarian and were already an improvement over how peasants previously lived (their wooden huts without any amenities obviously didn't survive history). Faced with reconstruction after the War, and a booming post-War population, the Soviet Union did what it had to do. Ugly post-War state housing, built without any consideration for asthetics, exist throughout Europe and even in pockets of North America.
