As far as I'm aware, it's a "power move" thing. Many of them would use it to show that these people aren't untouchable, or for some level of personal entertainment that only the Swatter enjoys. I make no excuses for these people, and agree that it's absolutely horrible.

Because of how powerful it is. SWAT teams are trained to treat every call as deathly serious. At the time people were coming up with it, they couldn't conceive that they would be weaponized by someone to harass and possibly kill someone else. And they largely still have the same attitude. There are a fair amount of them that have gotten caught, but there are ways to make the calls untraceable if the swatter knows what they're doing.

9:49 I was in that chat watching that girl drunk drive, was sickening! She didn’t care and it’s a miracle she didn’t hit anyone. But, those fellow chatters were all over it and got her off the street in record time! She wasn’t just drunk, she was streaming and paying more attention to her chat than the road! People were pleading with her to pull over, call a cab, call a friend, anything and she would get indignant saying she does this all the time, and is better drunk driving than most people sober driving, smh. She wasn’t. She was all over the road, hit that sign, was falling asleep. Terrifying to witness, I remember praying she didn’t hurt anyone but herself. Her punishment wasn’t nearly strong enough. I had just lost a friend to a drunk driver about 2 years before this happened. My friend was hit head on around 5pm as she was on her way home from work. She was hit about 2 minutes from my front door. We heard the sirens and all, but had no idea it was her. Our moms were lifelong friends from preschool age and I knew her from when we were in kindergarten ages. We just lost her mom 3 years ago to breast cancer.
One notable thing, my friend worked traffic controls and landing planes at our local, very small airport. She landed Harrison Ford dozens of times! He regularly flew alone to our area to visit friends that owned a restaurant. He sent a beautiful flower display and lovely card for her funeral. He also called her mom to give condolences. Very admirable. The world lost a great person when she died.

I had know idea Arab Andy's famous live stream moment happened in Seattle. It kind of explains why everyone responded the way they did. A lot of us are refugees from places where v!olence like that was a common occurrence or at the very least a highly likely risk. Of course, everyone is going to actually panic and genuinely take the threat seriously.
People in the comment sections of live stream clip compilations that featured the Arab Andy clip often said things like "Those people were overreacting" and "Bombs don't announce their detonation. They should've known it wasn't real."
If you were in the same room as some random guy you've never met before on your college campus who walked in a few minutes ago wearing a big camera set up and a speaker, how else would you respond to that?
