Magnet fishing is really good for the environment, just think of all the oil, paint chemicals, micro plastics, metals that are no longer slowly seeping into the water, everytime you pull something out the canal. Great work!

You would probably find it helpful to get a 'grabberstick'. It is a device that enables you to reach further than your arms & grab hold of things. You could use it to reach down to the water level & get an extra grip on things. You might need a friend to help you.

Vinegar is a mild acid.
Baking soda is an acid neutralizer.
Mixing the two for soaking rusty steel is not effective.
However, a thorough vinegar soak requires a thorough baking soda scrub and rinse.
Vinegar is a very effective way to clean rusty files, but insufficient baking soda scrub results in a rusty file in the drawer a few weeks later.
Avoiding vinegar soak on objects with articulated features is recommended. As it's nearly impossible to neutralize the acid in hard to scrub joinery.

I restore old tools, vintage items and tube radios. A trick to get stuff loose that was rusted or stuck was this. I had a shaft on a radio rusted completely. I put a few drops on the rusted shaft each day. After about 3 or 4 days I got it loose. I usually use electrolysis like you did but on something chrome plated or familiar it can cause the plating to come off. So if you have something plated but don't want to take a chance of the plating being ruined you can try brake fluid.
