I would say Jafar, Ursula, and definitely Scar will also activate the Obsession condition semi-consistent with Genie and Aladdin, Triton and Ariel, and Simba and Mufasa respectively. But I agree that it still isn't worth holding onto unless you are almost certain that a 4 strength Hero will be vanquished. Also I normally play the Ingenius device at the Jolly Roger while the cannon stays at hangman’s tree. That way I go and forth between those two locations so that each turn I’m moving Peter and can vanquish him if I moved him to the Jolly Roger that turn.
