I put 80% of the blame on the commissioners and mayor. I understand they didnt know about the secret checking acct, so there is no way for them to see the money going INTO that account. But what about the account that the money was coming FROM? That account would have had to show money LEAVING that account. They should have been able to see that. I've always been told...the person who writes the checks cannot balance the checkbook. You MUST have two different people.
She filtered what they saw and they simply trusted her until they got suspicious that they were always broke. The mayor did feel something was wrong and he even went to the auditor and asked them to check on her and they told him that Rita runs a tight ship and there was nothing to worry about. That is one reason why the auditor paid millions. The warning should have been one person handling the money with no real reporting of actual account statements (only her reports). The mayor was a good guy with some lacking expertise on financials or he would have nailed it. Another thing was the lack of seeing her wealth grow during that time and the lack of them making sure the projects she was billing out were actually being done. No real oversight there.

PLEAD GUILTY..IN PRISON...NOW!!!! MUST HAVE HAD ALOT OF IGNORANT PEOPLE IN THAT TOWN!!! WHERE WERE THE OUTSIDE AUDITS?????
