The lore is rebellion. The author of Journey to the West was a bureaucrat who quit his job (very rare in ancient China) to write fantasy. The book was widely considered fantasy/political satire. The game makes it clear that all in game tragedies in the end lead to the play/pride of gods/heaven/high authority, and calls to the players to rebel. That's why the last chapter and true ending animation is about "unfinished business".
This is an interpretation that fails to appreciate how Confucian really think. Rebellion is always the least favored choice of Confucians because it is full of unintended consequence and collateral damage. The point of this story is not to tell you that rebellion at the cost of burning down the world is the right thing to do. It is in fact telling you the opposite. The story is dark in that it shows you the real world is full of corruption but it also doesn't mince words in showing you that this corruption can only be fixed through deep moral contemplation and not simple minded emotionally pleasing outbursts. Wukong is the story of the heart without a mind that is self defeating until it undergoes the transformation of moral cultivation.
I think rebellion spirit of Wukong is not the core of the original novel but is emphasized by Mao Zedong. Mao related Wukong to the revolution of China and refreshed this figure, so Wukong's is more related to rebellion and revolution today.
Black Wind Bear could fight Sun WuKong himself toe to toe for a whole day and made it to a tie, that is to say he is not uncapable of, simply more clever. He understands the consequences of touching Sun WuKong's relics, thus he only used it as a glowing symbol for attractions to do business, thus he is the only Big YaoGuai King who got a good ending. (He begged for mercy and lived, the other ones either died or family ruined)
JTTW was a political satire with deep philosophical and social understanding at the first place. Even 500 years ago, the very first group of readers feel the similar emotion as we do in game.

I swear Scorpion Lord was the only boss I didn’t beat in my first playthrough. I just couldn’t beat him so I explored further to try to level up more. Bad idea haha he came in like Falcon from Avenger all “On your Left”
A interesting and depressing outcome for many of the characters from the novel/books. I wonder what the future holds for the game? Like will we see other characters in a possible expansion/DLC? Like Sandy?
Personally like how Wukong kills himself to break free from the cycle of constant enslavement as a nod to the idea of killing your own ego/mind to achieve enlightenment and let go of the meaningless attachments of self.

the novel is actually very realistic storytelling (almost)no one is pure evil and no one is purely good. everyone has their own motives and morals.
