There has always been strict focus on water reclamation. As a mobile auto detailer in high population areas they face run off issues all the time. Its nothing new. I will say with roof cleaning.... that has gained alot of interest from the states, and is becoming a regulated service. All employees who do the work have to be trained and certified.

I spent over 20 years in the waste water industry and you're mostly right. There are 3 or 4 separate levels of environmental agencies and some duplication at most levels. There is the federal EPA but the federal Fish and Wildlife Service also has an interest. There will also be multiple state agencies. Each state has an EPA analog and a Fish and Wildlife analog, possibly with name variations. Many states have other agencies involved such as Public Health and an agency dealing with water resources. In California there are at least 4 separate state agencies involved. Then there will be one or two county agencies and, if you live in a city, one or two city agencies you have to keep happy. Anywhere from 5 to 12 or more separate agencies.
Most places still have storm drains going to a stream, river, or the ocean but not all. More and more places are starting to do some form of treatment to their storm runoff. That change has been in the books for quite a while but due to the enormous expense of converting over it hasn't been pushed too much. In some places that's as simple runoff catch basins or a long channel of water plants that absorb the contaminants with any nutrients before it discharges to the river. Some places have what is known as a combined system where storm runoff flows into the sanitary sewage system and is treated at the sewage treatment plants.
And instead of a towel try to get an absorbent pig. They block the water better than a wet towel and absorb and hold many types of contaminants.

In parts of South California they even regulate what days and time periods you can water your lawn. Having a hose without a nozzle that can shut off is illegal as is using just a hose to wash your driveway. They want you to take your car to a self serve car wash where the water can be reclaimed also. Been there and had to deal with that fixing up my 100 year old grandmother's house.

I'm not worried about the EPA driving by my house and checking my run off if I'm washing my car or power washing my driveway. I hope they got more important issue's to address. I'd be more concerned about fertilizer run off reaching the drain, from all the various yard/grass chemicals.

I worked at a company that sold pressure washer and all the equipment and chemicals that go along with it. Always had guys from California calling about solutions to keep water from going down the drains. Easiest and cheapest way was like how you did. But i suggested the Simer 3/4" Submersible Pump and some Heavy duty vinyl dams we had made up that you could roll out and fill with water to stop or direct the water flow to where you wanted. Sizes went from small like sand bag size to 60 ft.long. Then just attach a garden hose to the pump and put the water back on the yard unless you used harsh chemicals...

The topic of wash basin recovery systems were discussed for only commercial applications, which included vehicle washing, pressure washing, or any kind of water runoff. Residential is excluded from any of these conditions throughout the state. The state is more concerned about chemical by-product being introduced into the watershed or groundwater from commercial or agricultural than residential, and this is California!

Thank you very much for this video! I never knew these facts! Great videos Doc, I always learn a lot from your videos. I understand it isn’t illegal to power wash my driveway, that I would just need to reclaim the water before it reaches the city/county storm drain to possible avoid a fine.

The video's your showing us how to clean your big concrete driveway, how are you preventing your water including sidewalks and gutters etc from going in your storm drains and avoid fees from EPA ? ?

Yeah, I understand fining for putting stuff like oil and grease down the drain, but water with some dirt is another exotic substance called mud

  • @FreeAmericanSpirit

I think, to actually be compliant in "reclaiming" that water needs to be pumpwd to a tank and filtered before being pumped back out to the ground...
That being said this is a good idea for driveways that have a big dip in the apron so you van pump it out to be able to pressure wash that area with out having to wait for tons of water to drain...

Thanks for this; I came here looking for general instruction and didn't even think about protecting the groundwater. Looks like a simple, responsible solution!

if it is illegal to clean your house in your state then you need a new state, this is utterly ridiculous.

QUESTION - All the testing you’ve done is based on a gas pressure washer. For those of us who don’t have the room for a REAL machine, has you tested a driveway cleaning system with an electric pressure washer?

Yeah, I wouldn’t post that. Surely you’ve seen news reports of the idiot girls who robbed the Girl Scouts selling cookies in front of a store and then posted their deeds on FB?! Both arrested pretty quickly after. There are many others, but these two were at the top of the stupid list!

We pressure wash everything here in Florida. Barrel-tile roofs are everywhere. They have to be pressure washed every year to two years, especially if you live in a HOA subdivision. With the heat and humidity we have to pressure wash everything, wood and pvc fences, driveways, sidewalks, and it’s done constantly. I guess we don’t have such restrictions that I know of. If we do, nobody cares. Maybe here in South Florida there are bigger concerns.
