Yes. You do. However, if you're doing things right but you're not doing the right things, then you're 'efficiently' doing things that won't yield the desired results. So first, be effective, then be efficient doing to the right thing. Efficiency is always secondary to effectivenss.
A good example of this I have seen is a team with high efficiency (high output related to capacity) yet have a lot of waste. The team is highly efficient yet the overall goal of the larger team is reduced due to higher costs which reduce overall effectiveness. This is a great video for explaining the main concepts.
