The concept of modesty was invented by humans, without understanding the actual purpose of why we started wearing clothes in the first place.
Early human beings wore mammoth skin to protect them from weather.

When an animal's brain develops and becomes intelligent, it would find a way to protect its body from real and Tangible harm only, which in our case is climate conditions, attacks from other animals ect.
So these animals would find ways to protect themselves from these external forces. Everything that we use now is a result of this.
But, Modesty and shyness are internal forces because it is a by product of clothing which is inside our brain only.
Humans didn't suddenly one day realise that they are feeling shy and should cover their body parts.
Just like how evolution helped other animals grow fur on their body to protect themselves from climate, evolution has helped humans too, by making us intelligent enough to protect our bodies by using clothes.
No other animals have adapted this concept of clothing, so they obviously don't have the concept of modesty too.
Just imagine if a wolf gets all his fur shaven, and goes back to his herd, would the other wolves file a case on him for being naked. It would be stupid right. What some humans are doing is similarly stupid too.
There is no other logical explanation to why we started using clothes to cover our body.
I just hope u have the ability understand my point and think about it.
