I gree with you, i do recall during the burial ceremony of the late former president Moi president Ruto the then deputy president gave a moving tribute without reading from prepared speech. Again during, the last president's Uhuru's Mashujaa day celebration held at Kirinyaga County the then deputy president Ruto also gave an impresive speech without reading from prepared script. He did it eloquently which was equated to one of International standard. Same happened during one of his visit to France. Therefore without being baised HE president Ruto is an eloquent speaker.
