The vets near me are crap they say it’s too complicated and our bulldog Rosie is only 2 and suffers with this but isn’t too sensitive with it

Tail amputation on a English bulldog can be kind of complicated even for good surgeon sometimes. So I wouldn't get upset with your veterinarian knowing their limitations and not putting themselves in a situation where they wouldn't be able to do the best thing for the fishing. My recommendation would be to call Specialty centers that are farther away.
