Is it asking for a pin code or something? You should be able hold down the power button and get the power off option or it is at the top of the Notification bar when pulled down two times.
@Tech With Brett the phone, which is a Note 9, can be turned off either through the drop-down menu at the top but it comes back on in safe mode. Same thing when you try to power it down or just restart it. After I messaged you, I found something else. Her volume button only goes up and not down. I think this is the problem. Iusually download two or three new apps at a time....and see how they run so at least i know which ones can be the trouble makers lol but it could be one of the old ones that was updated....had a problm like that today. Hopefully they'll fix it. Good thing to know

Hold down the power and volume down for 15 seconds to see if it turns off. Then boot into safe mode and delete the app.
