I think Bonney fruit is actually a failed replica of gomu gomu no mi ,it not the first time we saw that the serafame can use warlord powers so it can be possible govt tried to create their own Nika fruit and gave it Bonney for experiment It make sense that why govt was not willing to escape Bonney even after Kuma fulfilled their conditions.

Agar woh imagine karti hai k wo future mein giant ban jati hai (jaise next evolution hona, like Pokémon) ya usko lagta hai woh Nika jaisa ban jaegi toh woh ban jati.
